Smoke and unpleasant odors can have different sources: industrial processes, varnishes and solvents, heating, traffic, fires or illicit incineration of waste. The goal is to check official measurements, safely record recurring events and send a factual report to the real service.

Garden area north of Blok Vilima Korajca

Residents associate this area with one smoke sighting on 17 September and photographs of fire-site remains in the woodland. The marker is approximate and does not show the exact location of the fire site or parcel boundaries. The connection between the observed smoke and the fire site has not been independently confirmed. Land ownership and responsibility have not been established; observations may assist an official investigation but do not establish the source, emission composition or a breach of regulations.

Kreše Golika 6, Zagreb

Participants identify the location as the Feroimpex complex. They reported a smoke-like occurrence and a smell along the route towards the block. The source of the smell and the composition of the occurrence have not been established; the company name is a geographical reference, not an attribution of responsibility.

North of the hospital in Jankomir

Residents marked a whitish occurrence beside the Končar Mjerni transformatori d.d. building. They did not notice an unpleasant smell during that observation. The exact source and composition have not been established; the company name is a geographical reference, not an attribution of responsibility.

4 Facility near the reported smell · 4 September

Jankomir 5, Zagreb

On 4 September, residents reported a smell resembling varnish or paint near the gardens towards Samoborska. AD Plastik is listed as a nearby facility, not as an established source of that smell. The marker shows the facility's location, not the observation point or a confirmed emission point. Proximity may help an official investigation, but does not by itself establish the source, emission composition, responsibility or a breach of regulations.

5 Cement works area in Podsused

Podsused, Zagreb

The entry for 8 September shows a pale band towards Podsused. Residents associate it with the cement works area; the marker represents the approximate area of the former cement works, not a confirmed emission point.

The woodland area is marked approximately using the supplied images and an earlier comparison with DGU orthophotography; the position is rounded, not a GPS survey or confirmation of ownership. Identifying close-up and cadastral images are not published.

Understanding Measurements

What do the measurements show us?

Current measurement helps to assess the condition at a given hour, while annual reports give a better picture of long-term changes and confirmed data.

NO2

Nitrogen dioxide

It is produced by burning fuel, and in cities it is often associated with traffic. Elevated levels can irritate the airways.

PM10

Floating land parcels

Particles up to 10 micrometers in diameter can come from dust, traffic, construction sites, heating, fire and other sources.

PM2.5

Fine land parcels

Due to the very small size, they penetrate deeper into the respiratory system. Fuel and waste combustion can be one of their sources.

Measuring is not evidence of a source.

The elevated value on the station cannot determine for itself who or what caused the pollution in our block. For this reason, the time, place, duration, direction from which the smoke comes and other verifiable observations are important.

Practical steps

When you notice the smoke or the smell of burning

First, protect yourself and others. Documentation and registration only come when they can be made without approaching the fire or entering someone else's property.

    Move away and reduce exposure

    If smoke enters the apartment, close the windows and remove children, the elderly and people with heart or respiratory diseases. Do not approach the smoke source for filming.

  2. 02

    Find out if there is an immediate danger.

    In case of open flames, fire spread or danger to people and property immediately call 112 or the fire brigade on 193.

  3. 03

    Record verifiable facts

    Enter the date, time of start and end, approximate location, color and density of smoke, smell and direction from which the smoke comes. Take photos only from the public or your own surface and when it is safe.

  4. 04

    Check official measurements

    Take a look at the neighboring city station and other Zagreb stations. Write down the time of the check, but do not conclude from one value who caused the event.

    Send a report to the competent service

    Intense smell of ignition, lacquer or industrial fumes and suspected burning of waste report to the State Inspectorate. Instructions for registration via e-Submission. Communal problem on the public surface is reported to the City through Moj Zagreb.

  6. 06

    Save login number and answer

    Recurring events are easier to connect when there are dates, login numbers, and service responses. You can add this information to your neighbor’s records.

How to report the stench to the State Inspectorate?

If you experience an intense smell of burning, lacquer or industrial fumes, describe what you have personally noticed. The smell itself does not determine the source or composition of what we breathe.

Anonymous application without e-Citizens

You can also contact the State Inspectorate office by e-mail: pisarnica.dirh@dirh.hr. In the message, specify the location, time and description of the event and attach the available records. Sending an email is not anonymous because the recipient sees the sender's address.

To report without signing into e-Građani, use the State Inspectorate’s direct form. The reporter’s name, email and address are not marked as mandatory. For an anonymous report, leave those fields blank and omit personal details from the description and attachments. Without contact details, you cannot expect a direct response to your report.

    Select Login Mode

    For the e-Submission, registration via the e-Citizens (NIAS) system follows. For registration without e-Citizens, including anonymous registration, open Direct application form. Fill in the required fields marked with an asterisk: field office, registered entity, description of the application and control number. If the source is not known, write it down clearly in the reporting area and indicate the area in which you smell.

    Specify the place, time and description of the fragrance

    Enter the required data and describe the suspicion of air pollution: the street or part of the neighborhood, the date, the approximate time of the start and duration, which the smell reminds, whether it enters the apartment and whether it repeats. If the source is not known, write it clearly; do not list the presumed perpetrator as a fact.

    Attach available records

    Add dates of earlier observations, notes and photos or recordings if you have them and if they were obtained safely. Follow the attachment restrictions shown in the form. You don’t have to have a photo to describe the smell you feel.

  4. 04

    Send a login and save the confirmation

    Check the description, request the source and conduct of the relevant inspection and send the application. Save the certificate or the item label if the system issues it, a copy of the application and a reply. Call for an earlier application when completing.
